How to change the language settings for Admin interface

For example, the admin interface seems always display the English text, even I download other language files and enabled other language. You need to go to

settings\siteaccess\admin

mine is as


[DesignSettings]
SiteDesign=admin

[RegionalSettings]
Locale=ara-SA
ContentObjectLocale=ara-SA
ShowUntranslatedObjects=enabled
SiteLanguageList[]=ara-SA
SiteLanguageList[]=eng-US
TextTranslation=enabled
