How to affect authorization to define priority ?

Administration interface : Roles and policies

I have been created a user role for the webmaster.
And I want that the Webmaster can specify the priority order for a specific "folder" or a "node" or a "class" but :
I don't find what's the good function to affect in module "content" ?

Can you help me ?
