Couldn't create cache file & empty settings folders

Hello,

quite a long time i tried to reinstall ez publish again and again, and find out where is the problem, but I am lost, so I am trying to get help via this forum.

Problems are:
After installation are folders settings/siteaccess/plain and settings/siteaccess/plain_admin empty. I think that this is the reason, why I am always throwen on admin page, even when I try to display user page.

Second problems is that although permissions are ok, ez publish is not able to create a cache files (debug mode: Couldn't create cache file 'var/cache/ini/bla...bla.php', perhaps wrong permissions)

I'm trying to access your site and I get an error message saying that the database connection could not be made. From your description it looks like the apache user doesn't have the correct permissions to write the setting files.

What does eZ publish say on the first page when it's checks the system? Do you get an message about permissions beeing wrong?

Do you think first page of installation? Yes, I got an message about wrong permissions, so I set them to 770, I think that this could be enough. After that the message did not appear. Do you think that I would try to set permissions to 777?

What do you think about second problem - system is not able to write cache files, although the permissions for var/cache are set to 777 (have a look here: http://www.petiar.sk/ez/index.php/petiar)

Edit: pls, do not chceck mentioned address, I am trying to re-install, so there is nothing to see.

Edit2: I tried to re-install. I set permissions to 777 for all files and folders under settings folder. I choose plain site type and all additional functionality. How is it possible, that folders /settings/siteaccess/plain and plain_admin are empty???

I put correct login info during installation, this behaviour is caused, I thing, right because mentioned folders are empty! And I do not know why.
I could copy there neded files, according documentation. But then the second problem still remain - not possible to write cache files.
