cgi-bin problem

Hi, on my vh based ez publish website site almost everything works, but I can't get access to /cgi-bin in order to execute some cgi script, I'm getting an 403 error with the following .htaccess . Any hints?

RewriteEngine On
RewriteRule !\.(gif|jpe?g|png|css|js|html)|var(.+)storage.pdf(.+)\.pdf$ index.php

If I comment out the RewriteEngine, the RewriteRule and the <FilesMatch ... directives, access to /cgi-bin/test.pl works.
What do I have to add to my .htaccess?
