How to create a site package?

Hi,

I want to create a site package like ezwebin (website interface) for 3.9.
This package has dependencies:
* ezwebin_classes
* ezwebin_extension
* ezwebin_banners
* ezwebin_democontent
* ezwebin_design

I have also my extension, my design, my classes...

How to create a package with dependencies? Is there a documentation about this?
