Enter admin-part, find the the role, give access on content on the right section, give read-access, create comments access, and I think you also have to give modify-access on comments.

And you are sure the users who have registered are put in the usergroup which is assigned to this role? Do you have a lot of different sections?
Maybe this solve your problem? content create Class( Comments) , ParentClass( Article )

New users is added to guest accounts, and this is the role rules(rolleregler) for this group.
