We are looking at http://www.sympa.org/ which supports SOAP for inter-operation with other programs. We have not decided yet on eZpublish and are in the context of a higher education solution. It looks like there is some talk about 3.6 being the target for this kind of functionality http://ez.no/community/contribs/applications/newsletter And there is also this which I haven't tried yet because the rating is poor http://www.ez.no/community/contribs/workflow/mailinglist_workflow_event
