Limiting Section

Now I'm not talking about the section operator.
I want to limit a section (in the admin interface) to some item without including its sub items.
I saw a picture in the documentation showing this, but how to do it.
Basically when u add a folder to a section it triggers all its sub items to this section, can we add only the folder?
