ezpublish.cron when this file is installed ?

How do you think, what is a better choice ?
(1) install ezpublish.cron (from the main ez directory) during ez cms installation process ?
(2) install ezpublish.cron with crontab within each request ?
(3) which choice of these given above is chosen in ez cms ?
